there is a building where heroin addicts can legally shoot up.
The mayor of Vancouver, a former narcotics officer who then became
the British Columbia Coroner, argued that heroin addicts are not
criminals. They are victims. The sellers of heroin are
the criminals. To prevent the spread of aids and other
diseases, Vancouver set up a program to hand out free needles so
that addicts are not sharing. The safe building also keeps the
addicts from "cooking" their heroin with fluid from the streets.
Sometimes the fluid had been taken from puddles that form behind
dumpsters. Probably not something that needs to be in
anybody's veins, not that heroin needs to be anyways.
